A seasoned higher education administrator, Raman Dhaliwal was recently recognized by the Asian Women of Winnipeg with their Distinguished Service Award, in celebration of International Women’s Day.

A first-generation Southeast Asian Canadian born and raised in Winnipeg, Dhaliwal is the first woman of colour to hold the dual position of Associate Vice-President Administration and Chief Risk Officer at the University of Manitoba. She received the award for her exceptional achievements, leadership and outstanding community service.

“I feel very honoured to be recognized among the Asian women in Winnipeg,” says Dhaliwal. “It’s always fascinating to me that people actually know who I am because I feel like I have a pretty low profile in Winnipeg,” says Dhaliwal, who graduated from UM with a commerce degree in actuarial mathematics and finance in 2007, and is currently pursuing her MBA in the Asper School of Business.

“The Asian Women of Winnipeg award is really important because the South Asian community is so large in Winnipeg, and there is a lot of success in this community,” says Dhaliwal. “Celebrating and recognizing where we’ve come from, since many of us come from immigrant families that built a new life here, it really means a lot.”

Setting up the first COVID vaccine clinics

When the pandemic hit, Dhaliwal was the Executive Director of the Rady Faculty of Health Sciences. She sat on the university’s COVID-19 Response Steering Committee, where she played an instrumental role in getting the UM community set up to study and work from home.

She also assisted the province in organizing the first COVID-19 clinics for healthcare professionals to receive their vaccines.

Dhaliwal physically received Manitoba’s first COVID vaccine shipment, something she didn’t anticipate when put her hand up to help with the vaccination effort.

Once the vaccine was secured and locked in the –80-degree freezers, Dhaliwal and her staff volunteered their time over the next several weeks, figuring out the logistics of running the first vaccine clinic in the province to provide COVID-19 vaccinations to healthcare professionals.

“We did it because we knew this was something that the province needed, and it was our way to help,” says Dhaliwal, who also played a key role in recruiting healthcare professionals for the first vaccine super site in Garden Hill First Nation.

“This was an opportunity to leverage my skills to help with something that was greater than me,” says Dhaliwal. “Knowing that your work was going towards something broader and bigger than yourself motivated me each day to come in and do my best and put my hand up for things that sometimes seemed outside of my skill set.”

Leadership philosophy

In her role as AVP Admin and Chief Risk Officer, Dhaliwal oversees a team of approximately 500. She is responsible for UM’s capital planning process and leads efforts to achieve net-zero greenhouse gas emissions by 2050 through the Climate Action Plan. She also manages the university’s Enterprise Risk Register, insurance, access and privacy office and security services.

Dhaliwal’s philosophy on leadership is based on kindness and support. “We need to support people around us and treat them with respect, so that you build a culture of respect throughout the organization,” says Dhaliwal.

“If I see people are working hard and going that extra mile, I think ‘how can we seek them out and recognize them for that contribution’,” she says.

Throughout her journey, she has learned that leadership is not about titles or power. “It is about service. It is about lifting others as you climb. It is about ensuring that when you reach a door that was once closed, you hold it open for the next generation,” Dhaliwal says.

Trudy Blight, Assistant Director of Operations and Management, has worked with Dhaliwal for many years. She says Dhaliwal’s open leadership style contributes to that culture of respect. “Raman is engaging, authentic and respectful. She acknowledges the positive work of all team members, regardless of what level and she encourages us to strive for improvements.”

Advice to future leaders

Dhaliwal encourages people to say yes to new opportunities when they arise as it can help build your reputation. “Say yes to things even if it’s not completely within your skill set. If you say yes to things – they could be small things at first – you start building that trust with people and they’re willing to give you more opportunities, and you showcase yourself in the organization in a different way too. So just say yes, even if you don’t check all the boxes, and believe in yourself.”

Did you know that the world’s current data consumption requires three times more energy than all the solar panels on the planet can produce? Or that the Internet produces more than 900 million tons of CO2e each year? According to the David Suzuki Foundation, each Google data centre uses 1,703,435 liters of water every day.

Help reduce digital pollution!

Digital Cleanup Day is March 15, 2025, and all faculty, staff and students are encouraged to clean up their digital items.

What does this mean? Just like we clean up our physical environment, we can declutter and restructure our digital files, emails, and online presence. This can be done in March, or throughout the year as part of regular business.

Participating in Digital Cleanup Day aligns with the UM’s strategic plan MomentUM: Leading Change Together, with its focus on sustainability initiatives across campuses. A digital declutter will reduce data storage and security risks, increase work efficiency, and help to reduce CO2 emissions from data centres by minimizing energy and water consumption needed for operations and cooling.

Things you can do to clean up your digital spaces!

Clean-up your inbox: Delete non-essential emails, unsubscribe from newsletters you don’t read, empty your recycle bin, delete old drafts you never sent, report unwanted spam.

Reduce email attachments: Instead, circulate your documents by sharing the file links with others. This allows you to manage one secure copy in OneDrive, Teams, or SharePoint where you can manage permissions effectively.

Clean shared storage spaces as a team: Get together with your colleagues and go over your shared storage spaces to identify content that could be deleted, transferred for long-term preservation, or better organized. Start by looking for multiple versions of documents, outdated reference materials. Get further ideas, and ensure you are complying with the University’s retention requirements here.

Review your Teams channels: Review files and information in Teams and see whether any channels you manage might no longer be actively used or required.

Empty your recycle bin or clean-up your Downloads folder.

Use SharePoint for centralized document management, which reduces the need for multiple copies of the same document. It also includes versioning functionality – you can still see the edited history without keeping all 23 copies!

Outside of work, cutting down on scrolling can have a real impact as well. Five minutes on TikTok a day for 365 days produces the equivalent of driving 20km! Check out the facts here at Plan Be Eco.

March is Fraud Prevention Month, an annual campaign that reinforces the importance for all community members to recognize, reject and report fraudulent activity.

Fraud and financial irregularities can pose substantial risks to any organization, including universities. The University of Manitoba relies on public funds, tuition revenue from students, and donations from benefactors, and therefore has a critical obligation to ensure the responsible stewardship of these resources.

Understanding the Importance of Fraud Prevention

UM has established a comprehensive Fraud and Financial Irregularity Reporting Policy that applies to all faculty, staff, students, Board of Governors members, consultants, vendors, donors, and funders. Please read the policy, which underscores our commitment to accountability and integrity and aims to protect the university’s funds and property.

“Fraud Prevention Month is an opportunity for the university community to affirm its commitment to upholding the highest standard of honesty, ethical conduct and fiduciary responsibility,” says Naomi Andrew, Vice-President (Administration). “We want to ensure that everyone in our community is equipped with the knowledge and tools to recognize, reject, and report fraud.”

Call to Action: Be Informed and Take Action

The university encourages everyone in the community to complete the Financial Stewardship & Ethical Conduct course available on UM Learn. This course, which takes approximately 45 minutes to complete, provides valuable insights into recognizing and reporting fraud and financial irregularities.

Remember, “If you see something, say something.”

If you suspect any fraudulent activities or financial irregularities, please use the university’s confidential online reporting tool. This tool is regularly reviewed by Audit Services to ensure that all reports are managed promptly and appropriately.

Financial Stewardship & Ethical Conduct Course Details

Go to UM Learn and log in using your UM email address and password.

Select the waffle menu (a square made up of nine dots located near the top of the screen) and find the course.

Select the course from the waffle dropdown menu by clicking on it. Most users have been automatically registered in the course, which means the course will appear in the dropdown menu.

If you have any questions about the Policy, course, or reporting tool, please email Audit Services at audit.services@umanitoba.ca.

The Promoting Black Flourishing Fund supports initiatives led by Black members of the UM Community and Black UM-affiliated groups and organizations that support the objectives of The Scarborough Charter, and advances anti-racism at the University of Manitoba.

Sponsored by the office of Equity Transformation and the office of the Vice-President (Administration), the fund is currently accepting applications until December 1, 2023.

The Scarborough Charter on anti-Black racism and Black Inclusion is a historically important document developed by post-secondary institutions across the country to declare their commitment to take action against anti-Black racism and to foster Black inclusion in higher education and communities. As a signatory to the Charter, UM affirms the overarching principles of Black Flourishing, Inclusive Excellence, Mutuality, and Accountability.

Taking action on these principles requires: recognizing the diversity and complexity of Black peoples, including Black peoples across the gender spectrum, Black persons with disabilities, and Black peoples in 2SLGBTQIA+ communities; supporting and affirming all Black voices; and investing in Black initiatives at UM.

Last year, the fund supported five projects, including several Black History Month events organized by UM Black Alliance (or UMBA) and other student groups including the Black Student Empowerment Society and UM Black Student Union, and an East African Student Support initiative.

Tina Chen, Vice-Provost (Equity) says, “It is exciting to see the diversity and creativity that comes from community-led initiatives for Black flourishing in the UM community, and the ways in which these initiatives redefine our community. We hope to receive many applications this year that we can fund.”

Promoting Black Flourishing Fund: Eligible Projects

In some exciting news, UM will update infrastructure in its central energy plant by replacing natural gas boilers with electric power. Natural gas heating of buildings previously accounted for the vast majority of UM emissions.

According to Mike Ferley, University Engineer, Architectural and Engineering Services, UM is decommissioning four natural gas boilers and replacing them with three new electric boilers and one new natural gas boiler.

In fact, the move to electric power sources will reduce the university’s greenhouse gas (GHG) emissions by a whopping 16k tonnes annually — a 50% reduction in heating-related GHG emissions at UM’s Fort Garry campus by 2030.

Energy transition reflects UM commitment to actions on climate

“This transition will be a big win for UM and reflects our commitment to actions on climate,” says Raman Dhaliwal, Associate Vice-President (Administration), and co-chair of the UM Sustainability Committee. “The switch to electric power and away from reliance on natural gas will transform our campus in terms of current and future impacts for our climate and sustainability.”

The area of energy and buildings is one of the four focus areas of the Climate Action Plan. It represents most of UM’s greenhouse gas (GHG) emissions, based upon the energy required to keep our buildings running — including burning natural gas for heating and electricity consumed for cooling, plug load and lighting.

“UM’s energy team has made great strides in minimizing the carbon footprint and future work will continue to focus on improving energy conservation, finding alternatives to natural gas through decarbonization and embracing innovative solutions as we manage our buildings and build future buildings,” adds Dhaliwal.

More about CAP

The Climate Action Plan (CAP) was created after UM became the seventh U15 University in Canada to sign the Global University and Colleges Climate Letter in 2020, committing to carbon neutrality by 2050 in line with international efforts to minimize the increase in global temperature and avoid the worst impacts of climate change.

A new policy to integrate responsible investing principles into UM’s decision-making was approved on Mar. 28 by the Board of Governors (BOG). The policy aligns with the University of Manitoba’s commitment to advancing Reconciliation, sustainability and climate action — and generally promotes investing in companies or funds that balance seeking positive financial returns while actively advancing positive social and environmental change.

The policy change follows a recent report on Incorporating Responsible Investment Principles at the University of Manitoba detailing actions as part of UM’s commitment to give priority to social and environmental issues in decisions related to the University’s investments. The scope of the policy includes all investments managed by the University including operating investments, staff benefit investments and the University Investment Trust (endowment fund), UM’s primary and largest investment fund.

Both the report and the new policy fulfill recommendations forwarded by the Responsible Investment Committee established in fall 2020. Recommendations were approved by the Trust Investment Committee in fall 2022 and by BOG in January 2023.

UM has already approved an investment of approximately $45 million from the endowment fund in the Brookfield Global Transition Fund; this brand new fund will invest capital in renewable and clean energy solutions across different industries and countries, facilitating the global transition to a net-zero carbon economy.

UM joins other leaders among the U15

Naomi Andrew, Vice-President (Administration) and Chair of the Trust Investment Committee, notes that with the adoption of the Responsible Investment Policy, UM joins the other leaders among the U15 that have adopted responsible investing (RI) principles to better manage risks, create long-term value and contribute to a more sustainable and equitable world.

She says, “We are very pleased to have this new policy approved as a result of the hard work and recommendations of the Responsible Investment Committee.

“This supports and builds upon UM’s commitments to broad environmental sustainability and to the advancement of equity, diversity and inclusion, as well as supporting the Truth and Reconciliation Commission Call to Action #92 — concerning corporate responsibilities for consultation, relationship building, and the free, prior and informed consent of Indigenous Peoples on economic development projects.”

Access the Incorporating Responsible Investment Principles report and the new Responsible Investment Policy on the University Investment Trust page.

Supporting the rights of Indigenous peoples

These actions to support the rights of Indigenous peoples include the commitment to identify violations of the UN Declaration on the Rights of Indigenous Peoples and to divest from investments that violate these rights.

This commitment shows significant leadership on the part of UM, as few Canadian RI policies or reports of institutional investors make references to Indigenous Peoples. It is aligned with the University’s work and long-standing commitments to supporting Reconciliation and Indigenous education and achievement.

In ensuring integration of responsible investing principles, the policy also addresses other key recommendations from the report, such as: active ownership to influence corporate environmental, social and governance (ESG) performance; impact investing in companies with a positive impact on social or environmental issues; divestment, selling off any investments in companies that violate the rights of Indigenous peoples or companies related to fossil fuels; due diligence, in avoiding and addressing adverse impacts of investments through responsible business conduct; and tracking and reporting of carbon emissions in our investments.

Investing responsibly for a more sustainable and equitable world

Responsible investing is an evolving landscape and UM is committed to continuous improvement in this area while continuing to protect our assets, says Will Christie, IST staff member who acts as chair of the Responsible Investment Committee.

“The committee has recommended targets and dates for reducing the endowment fund’s carbon footprint, with our recommendations also encouraging impact investment opportunities and engaging with the UM community on all issues related to responsible investing,” he notes.

President Michael Benarroch says, “On behalf of the UM community, I want to acknowledge the work of the Responsible Investment Committee and thank the committee members for their dedication.

“This new policy and report represent an important step for the University of Manitoba in helping to create a more sustainable and equitable future, while ensuring we meet our commitments to advance Reconciliation and to champion global sustainability efforts and climate action.”
