The change in property tax credits will not affect municipal property taxes, which are applied on the same bill.

Paul Thomas, professor emeritus of political studies at the University of Manitoba, said the NDP government may find it difficult to communicate the change in provincial property tax breaks, even as people who own more modest houses stand to benefit more from the new credit.

“They better have some some plausible and effective way to communicate that change,” Thomas said in an interview, referring to Kinew’s NDP. “People are used to benefits like that. When they get used to them, it’s very hard to take them away.”

Middle- and low-income Manitobans will receive more in carbon tax rebates than they’ll pay in tax, said Jesse Hajer, an assistant economics professor at University of Manitoba.

The gas-tax holiday is a “wasteful” way to help those who most need it, said Hajer, who is opposed to extending it.

Historic data on average distance travelled and average fuel economy show the typical driver can be expected to save approximately $15 per month from the gas tax cut, he said.

“This is not nothing, but it’s unlikely that a $15 savings has made a big difference when it has come to dealing with the rising cost of living,” Hajer said.

As a result, the full savings from the tax cut will likely be passed on only if customer demand doesn’t change, he said. “The majority of that tax change is going to go to consumers in the form of lower prices, but I wouldn’t suspect that all of it is going to go through.”

However, De Haan and Lawley said frugal shoppers and competition in the market will also help drive down prices to an average mark-up.
