CPP/EI Rate change

Employee Employment Insurance (EI) contribution rates will be increased to 1.66% in 2024 from 1.63% in 2023. The maximum contribution in 2024 is $ $1,049.12.

Canada Pension Plan (CPP) contribution rates will remain at 5.95% in 2024. The maximum contribution in 2024 is $3,867.50. See the next section for details about the CPP enhancement, which will affect employees whose earnings are higher than the year’s maximum pensionable earnings (YMPE).

Please note, CPP/EI deductions stop whenever an individual reaches the maximum contribution for any given year. Employees who reached the maximum contribution to their CPP/EI during the 2023 tax year will notice a difference in their net pay between December 2023 and January 2024, when CPP/EI deductions restart.

CPP Enhancement

CPP enhancements announced by the Government of Canada in 2019 will reach a second phase in 2024, when a second earnings ceiling will be introduced.

Employees whose earnings are higher than the YMPE will be subject to additional deductions at 4% for the earnings between the YMPE and the second earnings ceiling, the year’s additional maximum pensionable earnings (YAMPE).

The YMPE for 2024 is $68,500 and the YAMPE for 2024 is $73,200. The maximum contribution in 2024 for this new bracket is $188. Employer’s contributions will also reflect the CPP enhancement.

The new bracket for CPP enhancement contribution will be in effect starting Jan. 1, 2024.

New TD1/TD1MB/TD1NU Forms

The Government of Canada and Province of Manitoba review TD1 amounts annually and the newest version of the forms will be available on our web page once it is published.

Anyone who has previously claimed an amount other than the basic personal amount or has annual net income over $173,205 should review and complete a new form for 2024. Completed forms can be sent to Payroll Services at payroll@umanitoba.ca.

CPP/EI Rate change

Canada Pension Plan (CPP) contribution rates will increase to 5.95% in 2023 from 5.70% in 2022.

The maximum CPP deduction in 2023 is $3,754.45 (from 2022 $3,499.80).

Employee Employment Insurance (EI) contribution rates will increase to 1.63% in 2023 from 1.58% in 2022. 

The maximum EI deduction is in 2023 is $1,002.45 (from 2022 $952.74).

These changes will affect your net pay. Please note CPP/EI deductions stop whenever an individual reaches the maximum contribution for a given year. 

For anyone who reached the maximum contribution to their CPP/EI during tax year 2022, you will notice CPP/EI deductions restarting in Jan 2023, hence your net pay will be lower compared to your December deposit.

New TD1/TD1MB/TD1NU Forms

The Government of Canada and Province of Manitoba review TD1 amounts annually and the newest version of the forms will be on our Intranet page when available. Note that you must be logged in with your @umanitoba.ca email address to access employee content on UM Intranet.

Anyone who has previously claimed an amount other than the basic personal amount or has annual net income over $165,430, is recommended to review and complete a new form for 2023. Completed forms can be sent to our department inbox payroll@umanitoba.ca

Payroll Services is pleased to provide all active employees with electronic access to your T4/T4A via Employee Self Service (ESS) portal.

Electronic T4/T4As provide quick and easy access to your information. You can obtain your T4/T4A from any internet-accessible computer, in any country, and at any time of the day.

You can view and print your T4/T4A slip(s) in a convenient manner, similar to the way you currently access your pay statements. Print at your convenience, whenever, wherever, and if you have moved, your T4/T4A will still be waiting for you in your secure ESS page located in the UM portal.

For this year, we are pleased to also assist in 2021 T2200S preparation, active staff who is eligible for the form will be able to view/print T2200S in ESS, while former staff who is eligible for the form will receive paper T2200S through mail, similar to the T4. 

Use the secure ESS login by following these simple steps:

Log in to VIP https://vip.umanitoba.ca and click

T4/T4A: My Pay > Year-end Information  > T4 (Under Federal Tax Slip) >  Print or download

T2200S: My Pay  >  Year-end Information  >  T2200S (Under Form T2200 – Declaration of Conditions of Employment)  >  Print or download

Please note:

• If you have any difficulty logging into VIP, ESS, or printing your T-slip, please contact IST support for further assistance.
• When you print a copy of your T-slip, ensure to print all pages as it is possible for some individuals to have multiple T4’s and/or T4A’s
• Due to the high volume of users accessing their T-slips, it is possible the slip may take longer to display.

If the slip does not load within a minute, please try again at a later time. 
**Tip: Try accessing your slips during slower periods before or after office hours to avoid any connection interruption. **

Great news! The University of Manitoba is in the process of upgrading our exiting system to VIP 8G, an all-in-one human resources information system (HRIS) and payroll platform.  You may be familiar with two modules of VIP 8G already in use: Employee Self-Service (ESS) and UM Careers.

The renewal project will improve the overall user experience, including modernizing the look and feel, streamlining processes and adding numerous future integration capabilities to be launched at future dates. 

HRIS project teams at the U of M began preparing data in January to ensure that the current data and information is available to maximize the features and benefits of VIP 8G.

Phase 1 of implementation is scheduled for July 2019, and it includes the initial transition to the updated interface. This migration will have minimal impact on our current processes, although key features such as on-demand organizational charts and improved basic reporting will be available.

Employee time-entry will be piloted in some units fall 2019 during a phased-implementation.

Training and support will be provided throughout the implementation to VIP users to help familiarize them with the upgraded system.

UPDATE #2 (October 2019): The HRIS VIP 8G upgrade has been postponed until 2020. During the testing phase, the team identified gaps in our processes and how data is viewed in the new system.  Initially work in these areas was scheduled to take place in a later phase of the project but a decision has been made to move forward with these improvements as part of Phase 1. Addressing these issues earlier will help to ensure a more successful implementation and maximize the capabilities of VIP 8G.  New implementation dates will be announced early in the new year.

UPDATE #1 (May 2019): The timeline has been revised to accommodate for additional testing of payroll and HR functions. Phase 1 launch is now scheduled for November 2019, with training occurring in October.
