<p>“You look at south Manitoba, and those are rich farmlands,” he says. “They’re large corporate farms, and they’re heavily capitalized with big investments into farm machinery… It’s not like the co-operative movement in the Saskatchewan politics of the CCF.”</p>

				<content:encoded><![CDATA[<p>Christopher Adams, a&nbsp;political scientist and adjunct professor at the University of Manitoba, said historically&nbsp;premiers start with a smaller cabinets and over time expand them, but he said it is unusual for a premier to add three new faces to his&nbsp;inner circle one year after being elected.</p>
<p>Adams said one of the reasons might be an electoral strategy to hold on to seats for future elections, and being a cabinet minister helps candidates in being re-elected.&nbsp;</p>
<p>But&nbsp;he said cabinet is also built and shuffled to represent different parts of society.</p>

				<content:encoded><![CDATA[<p>A political studies professor says the Manitoba NDP&#8217;s byelection win of a Progressive Conservative stronghold seat shows the Tories are at a low point.</p>
<p>Carla Compton won the Winnipeg seat in Tuxedo for the NDP on Tuesday night, beating Tory candidate Lawrence Pinsky by more than 600 votes.</p>
<p>It&#8217;s the first time the seat has flipped since its creation in 1981.</p>
<p>It was last held by former premier and PC party leader Heather Stefanson, who announced she would be stepping down after her party lost in last year&#8217;s provincial election and she narrowly reclaimed her seat.</p>
<p>Royce Koop at the University of Manitoba says he was surprised the blue constituency turned orange.</p>
<p>He says the Tories are in a difficult transition period.</p>

				<content:encoded><![CDATA[<p>A political analyst said the tax change may not go over well in some of the suburban constituencies that switched from the Tories to the NDP in last year&#8217;s provincial election.</p>
<p>&#8220;In many ways, the NDP were elected as a rejection of the past administration and, secondly, concerns over things like health care,&#8221; said Christopher Adams, an adjunct professor of political studies at the University of Manitoba.</p>
<p>&#8220;So right now, the NDP is putting in these changes. They might be forgotten by the time the next election comes around, but I suspect there will be some blow back in some of the middle-class neighbourhoods of Winnipeg.&#8221;</p>

<p>The party also promising to make life more affordable, including freezing hydro rates for a year, bringing in a temporary gas tax at the start of 2024 providing rebates on the purchase of electrical vehicles, and ending chronic homelessness.</p>
