<p>&#8220;But, of course, if you take one of these little boxes and put it on somebody else&#8217;s vehicle instead of your own vehicle, then you can know their location without their consent,&#8221; he said.</p>
<p>&#8220;And that&#8217;s a bad thing.&#8221;</p>
